Matt Horgan is a partner in the Pittsburgh office of Gordon & Rees, and is a member of the firm’s health care practice group. His practice includes health law general counseling, corporate compliance, data privacy, commercial litigation, and professional liability defense. Mr. Horgan also has substantial experience in the development and management of captive insurance companies and other self-insurance arrangements.
In that connection, Mr. Horgan successfully has developed programs, from concept to licensure, in a wide array of settings, both inside the United States and offshore. Mr. Horgan routinely provides legal guidance to self-insured and captive entities with respect to regulatory, operational and claims management matters. His experience and capabilities extend to evaluating the feasibility of a proposed program, selecting the appropriate vehicle, assisting with formation and licensing, and providing ongoing corporate and regulatory support and daily program management, including claims handling, legal defense and general counsel services.
Mr. Horgan has particular expertise in captive insurance arrangements serving health care providers, but also has consulted and advises enterprises in the fields of transportation, construction, products manufacturing, agriculture and energy. Mr. Horgan’s diverse experience spans multiple disciplines, including professional liability, cyber coverage, general liability, health care corporate compliance and commercial liability exposures. His client base includes closely held corporations, publically traded companies, large health systems, physicians and physician practice groups, faith-based organizations and community heath care providers among many others.
Prior to joining Gordon & Rees, Mr. Horgan served as a shareholder and chair of the health law and captive insurance services groups of a Pittsburgh-based regional law firm.
