Justin M. Puleo is senior counsel in the Raleigh office of Gordon & Rees.  He counsels health care providers, large and small, on a wide array of corporate and regulatory compliance matters.  Through colleagues in Gordon & Rees’ 50 U.S. offices nationwide, Mr. Puleo has served as co-counsel to health care providers across the country.  He has significant experience in a variety of health care mergers and acquisitions, affiliations, joint ventures, and strategic alliances – often with an eye towards thriving in an era of health reform.

A significant part of Mr. Puleo’s practice focuses on helping providers identify and resolve regulatory compliance issues in order to maintain business operations.  He is knowledgeable in the areas of Stark Law, Anti-Kickback, False Claims Act, HIPAA, Medicare Conditions of Participation, Certificate of Need, Joint Commission requirements, and OIG investigations.

Further able to provide full service representation to health care providers, Mr. Puleo can address clinical research and intellectual property issues. He has experience in complex health care litigation and administrative appeals.  He is a registered patent attorney and also a DRC Certified Mediator.  He has counseled, among others, solo practitioners, hospital systems, skilled nursing facilities, imaging centers, and behavioral health providers.

Mr. Puleo is a native of Pinehurst, North Carolina and comes from a family of health care providers. Both of his parents are physicians, his sister is a dentist, his aunt and sister-in-law are physician assistants, his grandmother was a nurse, and his grandfather was a veterinarian. His wife is a clinical research professional.

In addition to his health policy background, Mr. Puleo has a hard science education and has conducted HIV research at the Duke Human Vaccine Institute and the Sir William Dunn School of Pathology at Oxford University, the laboratory where penicillin was first isolated. Mr. Puleo’s interdisciplinary background assists him in providing high value legal analysis for his clients.
