Thomas M. Chairs is a trial lawyer in the healthcare and commercial litigation practice groups of Gordon & Rees. Mr. Chairs is a partner of the firm with offices in Pittsburgh and Harrisburg, Pennsylvania and is co-managing partner of the Harrisburg office.

Mr. Chairs counsels clients in complex litigation matters. Early in his career he assumed the role of lead counsel in major jury trial proceedings. Mr. Chairs has successfully tried cases to verdict in more than a dozen counties throughout Pennsylvania. Mr. Chairs has handled hundreds of litigated matters. The overwhelming majority of his experience flows from his representation of hospitals, senior living facilities, physicians and other healthcare providers in the professional liability setting.

Throughout his career, Mr. Chairs has maintained a case load that includes representation of healthcare providers who have been named in lawsuits involving catastrophic injuries to newborns and children. The financial exposure in obstetric and pediatric malpractice cases can be overwhelming because these lawsuits often involve claims for a lifetime of medical care and daily living services. Lawsuits involving birth injuries or negligence in the NICU setting are routinely filed many years after the date of the alleged event. In Pennsylvania, because of legislation establishing a government run catastrophic loss fund, the State assumed defense and primary indemnity for a large number of these obstetric and pediatric cases. The State takeover for the most part has now been legislatively phased out. However, prior to the phase out, for more than 15 years Mr. Chairs worked as outside counsel to Pennsylvania's catastrophic loss fund where he gained unparalleled experience defending obstetricians, pediatricians and healthcare systems in these highest of exposure cases. Actuarial and economic projections for these cases often total tens of millions of dollars. Mr. Chairs has a track record of successful jury verdicts in obstetric and pediatric malpractice cases.

Mr. Chairs’ representation of healthcare providers extends to matters outside of litigation and includes counsel in licensing issues, compliance with governmental regulations, risk management and policy implementation. He regularly participates in the orientation of hospital personnel. Mr. Chairs also lectures on loss avoidance and best practices.

On the basis of his vast experience as a trial attorney, Mr. Chairs has been designated Board Certified in civil trial advocacy by the National Board of Trial Advocacy.
