Biography

Julio Mateo, Jr. is a Senior Counsel in the Sacramento office of GRSM and is a member of the Health Care Practice Group. He is also local to the firm’s San Francisco & Oakland offices. 

Julio has been a General Counsel to both medical and dental practice groups. He has experience with professional services employment and independent contractor agreements, office/asset leasing, regulatory compliance, contract management, investigation, litigation, and contract/dispute resolution, in addition to experience responding to government audits, developing written policies and procedures, managing outside counsel, and assuring compliance with state licensing, employment, health care fraud and abuse laws (the Stark Law & Anti-Kickback Statute), and data/privacy protection laws (HIPPA). Julio has also served as a Senior Counsel for the California Department of Health Care Services in Sacramento, where he was its liaison to the California Attorney General's Office, Bureau of Medi-Cal Fraud, and participated in the investigation, prosecution, and settlement of Qui Tam - False Claims Act cases. As a former county prosecutor, he has 45 jury trials under his belt. He is originally from New York, a proud graduate of the Bronx High School of Science, and a fan of the Bronx Bombers. 

He also has experience in the financial services/mortgage lending sector, having advised and represented mortgage lending clients and the FDIC as successor counsel in complex contract litigation, loss mitigation, insurance coverage issues, loan origination challenges, loan re-purchase defense and prosecution, lender/borrower mortgage fraud suits, and broker/agent licensing, third-party actions involving loan brokers, agents, appraisers, borrowers, title insurance claims (Closing Protection Letters), and real property claims.
